Security Threat to Emergency Response: Exploring the Policy and Operational Perspectives

Join ASIS Victoria for a deep dive into the intersection of security policy and emergency response operations, led by leading security expert Tim Wood.

Security threats are no longer isolated to the traditional domain—they now test the effectiveness of our emergency response frameworks, operational readiness, and strategic planning.

Join us at Marvel Stadium for an exclusive ASIS Victoria event exploring how policy and practice converge during critical incidents. Delivered by Tim Wood—former Victoria Police Sergeant, seasoned corporate security leader, and Managing Director of Vanguard Risk—this session will unpack both policy and operational perspectives that shape how we prepare for and respond to emerging security threats.

This half-day event includes a two-part presentation, morning tea, lunch, and a behind-the-scenes tour of Marvel Stadium.

Tim brings more than 24 years of experience in law enforcement, corporate security, and consulting to his work in the security industry. His career began with Victoria Police, where he served for over 12 years in diverse and high-pressure roles including General Duties, Criminal Investigation Units, specialist tasking teams, and the elite Special Operations Group. He also contributed to state-level training and emergency management through the Centre for Operational Safety and the Centre for Incident & Emergency Management, concluding his policing career at the rank of Sergeant.

Following his time with Victoria Police, Tim moved into the corporate sector as the State Security Manager for Toll Group, later stepping into the role of Regional Security Manager overseeing operations across five states. In 2019, he founded Vanguard Risk, a consultancy that delivers specialist services in security risk management, emergency planning, and the protective security for crowded places.

He holds a Master of Business Administration, is a graduate of the Australian Institute of Company Directors, and is currently completing a Master of Terrorism and Security Studies. His credentials are further backed by extensive operational experience and training in responding to emergencies and critical incidents.

Driven by a passion for practical outcomes – aligning policy with operational plans, Tim continues to support clients across government, infrastructure, and the private sector in understanding their security challenges and building effective risk management frameworks.
